No. Cannabis is illegal in Albania. Unlike some European countries, Albania has not decriminalized possession — it remains a criminal offense. Enforcement in Saranda is inconsistent, but the legal risk is real.

Albania criminalizes cannabis under the Criminal Code (Law No. 7895/1995 and subsequent amendments). Cannabis is classified as a narcotic substance, and possession, use, cultivation, import, export, and sale are all prohibited.
Critically, Albania has not decriminalized personal possession of cannabis. This distinguishes it from countries like Croatia, Portugal, or the Netherlands. In Albania, being found with any amount of cannabis can result in arrest, criminal prosecution, a fine and/or imprisonment, or deportation for foreign nationals.
Albanian law does allow courts to exercise some discretion regarding personal use quantities, and in practice prosecutors sometimes treat small amounts differently from trafficking. However, this is at the discretion of the individual officer and prosecutor — it is not a guaranteed legal protection.
Saranda has transformed rapidly from a quiet fishing town into one of Albania's fastest-growing tourist destinations. Social media and word-of-mouth about Albania's unspoiled beaches and low prices have driven a tourism boom that has significantly changed the city since 2020.
With that boom comes a common tourist misperception: that because Saranda feels relaxed and international, cannabis use is somehow tolerated or overlooked. The reality is more complicated.
Enforcement in Saranda is genuinely inconsistent. Many tourists report no cannabis-related police interactions. Others have encountered searches, questioned locals, or had difficult interactions. The inconsistency reflects varying police priorities and individual officer discretion — not a policy of tolerance.
A large proportion of tourists visiting Saranda arrive by ferry from Corfu (Kerkyra), Greece. The crossing takes approximately 45 minutes — but it crosses a full international customs border with Albanian customs officials.
Albania is not an EU member — EU cannabis product rules do not apply here.

Genuinely one of Europe's most underrated destinations. Here is what makes it worth coming.
12km south of Saranda. Turquoise water, white sand, small islands you can swim to. One of the most beautiful beaches in Europe — still genuinely uncrowded compared to Corfu or Croatia.
UNESCO World Heritage Site adjacent to Ksamil. Greek, Roman, Byzantine, Venetian and Ottoman layers in a national park setting. One of the Balkans' best sites and genuinely undervisited.
Day trips to Kroreza (Mirror Beach), Porto Palermo castle, and sea caves accessible only by boat. The Albanian coast is dramatic and the water colours are extraordinary.
45 minutes by ferry. Venetian old town, Greek food, UNESCO-listed streets. An easy and worthwhile day out from Saranda that most visitors are glad they did.
Fresh Ionian seafood, byrek, tave kosi, fërgesa — Albanian food is distinctive, excellent and extremely cheap by Western European standards. Local raki is widely available and social.
The waterfront promenade is active well into the night with cafes, bars, and restaurants. Alcohol is legal for adults 18+. The summer nightlife scene is lively and doesn't require anything extra.

Came on the ferry from Corfu. Customs was quick but they definitely looked at bags. The port is tiny — you feel very visible. Ksamil was absolutely stunning, that's all I'll say. The beach genuinely blew us away.
spent a week there. vibe is very chill compared to what i expected. but the law is what it is and the police situation is genuinely unpredictable. saw someone have a very uncomfortable conversation with officers near the promenade that took about an hour to resolve. ksamil beach is 10/10 though, go early.
The whole vibe of Saranda is very relaxed and the prices are incredible. But we did our research before going and made a clear decision. The boat trip to the sea caves was genuinely one of the best days of my holiday this year. Albania is worth it on its own terms.
On the return ferry from Corfu to Saranda — customs officer came through and checked bags quite carefully. More thorough than I expected for a 45 minute crossing. This is genuinely a border, not just a short hop. Good site, wish I'd found it before searching for a week trying to understand the rules here.
ksamil. absolute paradise. we saw police on the beach a few times. nothing aggressive but they were definitely present. made it very clear to me why the decision we made before coming was the right one. butrint ruins the next day were incredible — do not skip them.
Albania was our big surprise trip of the year. We spent a week doing the Riviera. Saranda's promenade at night is excellent — great food, cheap beers, lively atmosphere. Didn't need or miss anything. The whole country is just underrated right now.
flew direct from Vienna. customs was brief but a dog came through on our flight. small airport, very personal in feel. we had nothing but it was a reminder of exactly where we were. beautiful country though. the sea at ksamil genuinely looks like the photos.
